      18. (The deva said:)

      "Is there in this world any person who out of a sense of shame refrains from doing evil even before anyone has any occasion for blaming him, like a good horse that does not need to be whipped?"

      (The Bhagava said:)

      "There are a few who always conduct themselves with mindfulness, who out of a sense of shame refrain from doing evil, and who, having come to the end of dukkha (Nibbana), conduct themselves with serenity in a turbulent world."
